What are some good PDF readers for Windows 10, except Highlight Pdf.online Reader, with underline/highlight feature and syncing across devices?

As suggested, I don’t think there is one application that can read everything, and if there is, I’d be pretty sure it can’t manage editing and curation at the same time. Calibre, as already suggested is a good all-rounder; in fact one thing it can do is convert files from one format to another. If you have (or can identify) a favoured app for edit/ search/ highlight/ note-taking, you should be able to convert most formats into one which the app can address via Calibre, and then do the rest of your work in that app. I’d suggest taking a look at Evernote - one of the paid versions - if you decide PDF is a good standard to adopt. Students currently get a good discount for the Premium app which can search for text inside PDF files, and handle annotation and organisation (via notebooks and tags).

Highlight PDF: All You Need to Know

I don't have access to Adobe Flash, which is what this reader offers. Update 9/5/2009. Thanks to the comments and suggestions, I've been able to address some comments I could not adequately respond to at the time. Here's the update to the first blog post, which addresses “What if I don't use the free online editors?” First, I will address “What's the use?” Why even bother using a free, non-interactive PDF/A reader? To get PDFs to print. That is the use. If the intention is printing an ad, in an advertisement or publication, then that is the end of it. As far as using the tool, that tool is to read files, not print them. When I say print, I don't mean just scanning someone else's file, the same way you would with Google Earth.  I mean reading. That is the use. You will see that this is a reader.
